Moving Together - An Inclusive Mobility Framework Consultation
Overview
Getting around safely and independently is something many of us take for granted. Whether travelling to work, school, healthcare appointments, the shops, or to spend time with family and friends, accessible transport helps people stay connected, independent and involved in their communities.
The Department for Infrastructure has developed the draft Moving Together: An Inclusive Mobility Framework to help create a transport system and built environment that works better for everyone, particularly older, d/Deaf, and disabled people who can face additional barriers when travelling.
While important progress has been made in recent years, we know that many people still experience challenges. These can include inaccessible infrastructure, difficulties accessing information, and barriers that affect confidence and independence.
The draft Framework sets out a shared vision for the future where everyone, regardless of age, disability or personal circumstances, can travel safely, confidently, independently and with dignity. It outlines practical actions to improve accessibility across transport services, streets, footways, public spaces and the wider built environment, while ensuring that the voices and experiences of people with lived experience help shape future decisions.
The full draft Moving Together: An Inclusive Mobility Framework document can be found on our main consultation page on the Department for Infrastructure website.
You can also find an Easy Read version of this survey and a BSL / ISL signed and captioned summary of the Framework at the same webpage.
There is additional supporting information at that link, including: Equality Needs Impact Assessment, Rural Needs Impact Assessment, Human RIghts Impact Assessment which you can review.
Why your views matter
The draft Framework has been developed through initial engagement with the Inclusive Mobility and Transport Advisory Committee (IMTAC) and the wider sector of organistions which represent older, d/Deaf, and disabled people but we want to consider the views of everyone as we develop this Framework further - whether you represent an organisation or you are an individual with views or concerns about accessible transport and travel.
In addition to completing our survey, we will also be running a series of in-person and online roundtable events with the aim of getting further insights into the challenges faced by older, d/Deaf, and disabled people when getting around.
We will be publishing details of these events as they are confirmed so please visit our main consultation page for details but you are welcome to email us at the email address below if you would like us to keep you updated about events.
The consultation will run for eight weeks, closing on Wednesday 23 December 2026 @ 5PM and responses received after this date may not be considered.
If you have any queries about this consultation, please email us at: inclusive.mobility@infrastructure-ni.gov.uk.
