Context:
In answering these consultation questions, it is important to note that each of the carbon budgets, including the proposed Fourth Carbon Budget for the period 2038 to 2042, must be consistent with the legally binding emissions reduction targets in the Act, including being consistent with establishing a credible pathway to net zero by 2050.
